1) Assess electoral impact of emergency operations before commencing. Adjust accordingly.
2) Direct all participants to “connected” (i.e. government-approved) businesses to work with … otherwise, no cash for you!!
3) Force Diversity, Inclusion, and Equity insanity on everyone and everything … otherwise, no cash for you!!
4) Bring full propaganda campaign to support government and to divert attention from above priorities.
